The European Blockchain Sandbox Team, under the leadership of Bird & Bird and its consulting arm OXYGY, is pleased to announce today, together with the European Commission, the publication of the 2nd cohort best practices report.

The dialogues for the 2nd cohort took place from late 2024 until April 2025, and the lessons learned, best practices and recommendations identified during the dialogues, which are presented in the best practices report published today, are significant for the wider blockchain community.
The best practices report is being launched with a supporting public webinar on the 29th April, in which the Sandbox team will share an overview of the regulatory best practices identified in cohort 2, and answer questions from the audience about the report.
Also being announced during the public webinar is the Most Innovative Regulator Award, awarded by a panel of independent academic experts, Professor Roman Beck (Bentley University, USA), Professor Soulla Louca (University of Nicosia, Cyprus), and Professor Walter Blocher (Universities of Kassel). The honour is awarded to the following for their exceptional and innovative contributions during the 2nd cohort dialogues:
- ANSSI (French National Agency for the Security of Information Systems, Agence nationale de la sécurité des systèmes d'information)
- Bank of Spain (Banco de España)
- Bank of Greece (Τράπεζα της Ελλάδος)
- CONSOB (Italian Companies and Exchange Commission, Commissione Nazionale per le Società e la Borsa)
- KNB (Royal Dutch Association of Civil-law Notaries, Koninklijke Notariële Beroepsorganisatie)
We would also like to recognize that the best practices report was the result of the contributions by each of the regulators/authorities that participated in the 2nd round of dialogues (link to website news item). A big thanks to all of the participating regulators/authorities and all the use cases who contributed to make these dialogues such a success.
A further best practices report for cohort 3 will be published following the completion of this cohort later in 2025, and the most innovative regulator for the 3rd cohort will be awarded following the cohort dialogues.
